I hope everyone is doing well as we
grind through another hot and unbearable summer in Miami. I have just a few
things to update. The Constitution and
Bylaws were rati昀椀ed by the membership
and received conditional approval from
the IAFF. The updated document can be found on the Local’s
website (www.local1403.org). Thanks to everyone who voted
and congratulations to our new Emeritus Of昀椀cers:

Recruit Classes:
Congratulations to Class 157 on their graduation from recruit training on July 3rd and welcome to the 1403 family.
Welcome aboard to Class 158 which started their MDFR
journey on July 7th. Below is a synopsis of the recent recruit
classes as well as projections for upcoming classes that the
Department has shared with us.

Health Insurance Subsidies:
I frequently receive questions about the health insurance
subsidies that retirees received. There are three subsidies:
1) State of Florida Subsidy
2) Miami-Dade County Subsidy
3) L-1403 Health Insurance Subsidy
Below is brief overview of each subsidy to include
how much is paid and eligibility to receive it.
1) State of Florida Subsidy:
The Health Insurance Subsidy (HIS) is a
monthly supplemental payment that helps to
offset the cost of the member’s health insur-
ance premiums. Eligible retirees or bene昀椀ciaries will receive a monthly HIS bene昀椀t equal to
$7.50 per month for each year of FRS Pension
Plan and/or Investment Plan service credit
earned at retirement. The minimum HIS bene昀椀t is $45, not to exceed a maximum of $225
per month.

· Provided on a monthly basis
· $7.50 per year of service
· Max of $225 per month (30 years of
service)
· Time in the DROP does not count toward years of service. Once you enter
the DROP your FRS clock stops.
2) Miami-Dade County Subsidy:
From CBA Article 28.11, Fire昀椀ghting personnel
who retire and separate from the County service with 25 or more years of County service
in the Special Risk Class will be eligible to receive two hundred dollars ($200) per month as
a retirees health insurance supplement for a
period of ten (10) years or until they are eligible for Medicare whichever is less. As a matter
of interpretation, it is agreed to between the
parties that time served by Fire昀椀ghting personnel while participating in the Florida Retirement System (FRS) Deferred Retirement Option Program (DROP) will be credited toward
attaining the 25 years of County service in the
Special Risk Class.

· Must have 25 years of Special Risk
Service
· $200 per month
· Paid for a maximum of 10 years or
become Medicare eligible (age 65)
· Less than 25 years of Special Risk Service = zero subsidy. It is not pro-rated
(All or nothing).
· Time in the DROP counts toward the
25 years of service requirement.
3) L-1403 Health Trust Subsidy:
By being a member of the Health Trust, you
are eligible for the retiree subsidy. A portion
of the health insurance premiums that you pay
are set aside and invested so that the subsidy can be paid upon retirement. The current
subsidy is $460 per month for those who are
eligible and receive the full subsidy.
